# Judicial and Law Enforcement Authority Doctrine

**Introduction**\
The Authority Doctrine outlines the powers granted to law enforcement personnel and agencies within the State of San Andreas. This doctrine establishes the scope of authority, enforcement capabilities, and limitations for federal, state, and municipal law enforcement agencies. It also defines special allowances, immunity provisions, and guidelines for extraterritorial jurisdiction and international cooperation.

#### **Authority of Law Enforcement Officers**

The Department of Justice grants law enforcement officers the authority to act under the color of law. This includes the power to detain individuals based on reasonable suspicion and arrest or charge individuals under probable cause for offenses outlined in the legal code. * Rockford Hills Police

**Federal Agencies**

Federal agencies with local and federal authority include:

* United States Marshals Service
* United States Department of Justice (including the Attorney General, Prosecutor's Office, and Federal Bureau of Investigation)
* Alcohol, Tobacco, Firearms, and Explosives (ATF)
* Department of Homeland Security (NOOSE/DHS)
* Secret Service
* Diplomatic Security Service
* Drug Enforcement Agency (DEA/DOA)
* International Affairs Agency (CIA/IAA)
* United States Coast Guard

**Special Allowance Agencies**

Certain agencies are granted specific enforcement capabilities, including:

* Department of Corrections: Authority for the transportation and incarceration of convicted criminals.
* San Andreas Fire Rescue | Fire Marshals: Authority to investigate arson and chemical hazard laws.

* High Crime Zones must be defined by a specific geographic location and a recent increase in criminal activity.
* Federal agencies may pursue suspects beyond the boundaries of these zones if the pursuit is directly linked to criminal acts originating within the zone.

* Little Seoul
* Chumash
* Port of Los Santos
* Carcer

#### **Extradition and International Agreements**

San Andreas law enforcement honors international extradition requests and arrest warrants originating from INTERPOL or the International Criminal Court (ICC). However, warrants from specific countries such as Russia, North Korea, and Cuba require approval from a Government Director due to diplomatic considerations.

The authorities of Cayo Perico may or may not honor San Andreas warrants, depending on the current leadership of the island.

The government of San Andreas has the authority to enforce laws beyond its territorial boundaries in specific cases.
