# Law Enforcement Halo Doctrine

**Introduction**\
The First Responder Protection Act Doctrine establishes legal protections for police officers and first responders actively performing their official duties. This law prohibits harassment, interference, or threats against first responders and grants law enforcement the authority to enforce compliance with verbal warnings to ensure the safety and effectiveness of first responders at active scenes.

***

#### **Purpose**

The purpose of this doctrine is to:

* Protect first responders from harassment, interference, or threats while performing their duties.
* Establish clear guidelines for maintaining a safe and effective working environment at active scenes.
* Ensure public safety by preventing obstruction of emergency operations.

***

#### **Prohibited Actions**

The following actions are prohibited under this doctrine:

1. **Harassment of First Responders**:
   * Any deliberate action intended to threaten, intimidate, or interfere with a first responder actively performing their duties.
2. **Failure to Comply with Verbal Warnings**:
   * Any individual who receives a verbal warning from a first responder and fails to comply by removing themselves from the scene or maintaining a safe distance.
3. **Intentional Interference**:
   * Approaching a first responder with the intent to obstruct, delay, or interfere with their official duties.

***

#### **Obstruction of First Responders**

If a person who does not represent a government or state agency receives a warning from a first responder to remove themselves from the scene or back off and fails to comply, they may be charged with **Obstruction of a First Responder**.

**Guidelines for Compliance**:

* Upon receiving a verbal warning, individuals must:
  * Remove themselves from the scene entirely.
  * Maintain a minimum distance of 25 feet from the first responders at the scene.

Failure to comply with these requirements after receiving a single warning provides law enforcement with the authority to charge the offender.

***

#### **Penalties for Non-Compliance**

Individuals who violate this doctrine may face:

* **Criminal Charges**: Obstruction of a First Responder is a chargeable offense that may result in fines, community service, or imprisonment depending on the severity of the offense.
* **Additional Charges**: In cases involving threats of physical harm or actual interference with emergency operations, additional charges may be filed, such as assault or harassment.

***

#### **Legal Protections for First Responders**

This doctrine affirms the right of first responders to work in a safe environment without fear of harassment or interference. Verbal warnings issued by first responders are legally binding, and failure to comply constitutes a breach of this doctrine.

***

#### **Conclusion**

The First Responder Protection Act Doctrine safeguards the ability of first responders to perform their duties effectively and without interference. By defining prohibited actions, outlining compliance requirements, and enforcing penalties for violations, this doctrine ensures the safety of first responders and the public they serve. Respecting these guidelines promotes a collaborative environment between first responders and the community, supporting public safety and emergency response efforts.
