# Role and Responsibilities of Law Enforcement

Welcome to the Roles and Responsibilities of Law Enforcement section of the San Andreas Department of Justice Legal Code. This section defines the roles, authority, and limitations of law enforcement officers and agencies operating within San Andreas. It serves to clarify the duties and ethical standards expected of those tasked with upholding the law while protecting the rights of citizens.

#### **Purpose of This Section**

This section aims to:

* Define the structure of law enforcement in San Andreas, including jurisdictional authority.
* Outline the expectations and responsibilities of law enforcement officers.
* Establish ethical guidelines and limitations on law enforcement conduct.
* Provide a framework for transparency and accountability within law enforcement operations.

#### **Law Enforcement Entities**

In San Andreas, there are various forms of law enforcement. The following agencies are recognized as state-certified peace officers with the authority to detain, arrest, and press charges:

* **Department of Public Safety**
 * San Andreas State Police
 * Blaine County Sherriff's Department
 * Los Santos Police Department
* **San Andreas Attorney General’s Office - Bureau of Investigation**
* **San Andreas Attorney General**
* **San Andreas Deputy Attorney General**
* **San Andreas Park Rangers**

#### **Responsibilities and Ethical Standards**

1. **General Responsibilities**
 * Enforce local, state, and federal laws within the jurisdiction of San Andreas.
 * Protect life, property, and constitutional rights of citizens.
 * Respond promptly to emergency situations and public safety concerns.
2. **Conduct and Ethical Standards**
 * Uphold the highest standards of professionalism and integrity.
 * Avoid conflicts of interest, including intimate relationships with victims or individuals involved in investigations.
 * Maintain transparency and honesty in all official duties, including accurate reporting and record-keeping.
3. **Limitations and Oversight**
 * All law enforcement officers are subject to investigation and prosecution for constitutional violations, including excessive force, false arrest, and obstruction of justice.
 * Officers found to have violated ethical or legal standards may face disciplinary action, including termination or legal prosecution.

> The Department of Justice ("The Department") vigorously investigates and, where the evidence permits, prosecutes allegations of Constitutional violations by law enforcement officers. The Department's investigations most often involve alleged uses of excessive force, but also include sexual misconduct, theft, false arrest, COIs, intimate relationships with victims and deliberate indifference to serious medical needs or a substantial risk of harm to a person in custody. These cases typically involve police officers, jailers, correctional officers, probation officers, prosecutors, judges, and other federal, state, or local law enforcement officials. The Department's authority extends to all law enforcement conduct, regardless of whether an officer is on or off duty, so long as he/she is acting, or claiming to act, in his/her official capacity.

> All departments are subject to a quarterly inspection by the Department of Justice. For DPS this ensures that the department is running smoothly for the people. For all other departments this counts towards the review period.

> An active Civil/Defense/Private attorney may not be employed by any government agency except for the following: when in operation, the Public Defender's office will employ defense attorneys.

#### **Conclusion**

This section is designed to ensure clarity, accountability, and integrity in law enforcement practices. By adhering to these guidelines, officers and agencies can effectively uphold justice while protecting the rights of all citizens.
