# \[3] 23 - Terrorism

**Offense Classification: Felony**

**Definition:**

Terrorism occurs when an individual **engages in or plans acts of violence, intimidation, or destruction** against civilians, public officials, or infrastructure **to achieve political, ideological, or religious goals**. This includes **mass violence, bomb threats, and attacks on critical infrastructure.**

**Elements of the Crime:**

* The suspect **intentionally planned or carried out** acts of mass violence or destruction.
* The purpose of the act was to **intimidate, coerce, or influence government policies or public opinion.**
* The act caused **fear, loss of life, or significant damage to public safety and infrastructure.**
* The act was **not justified** (e.g., not a lawful protest or protected speech).

**Penalties:**

* **Jail Time:** 15 years to life
* **Fine:** Up to $500,000
* **Additional Consequences:** Possible federal or international charges, lifetime monitoring, no chance of parole
