# \[6] 16 - Obstructing Traffic Flow (Non-Emergency)

**Offense Classification:** **Infraction / Misdemeanor**

#### **Definition:**

This offense applies when a person **parks, idles, or otherwise obstructs lanes of traffic without legal necessity or emergency**, causing traffic disruption, delays, or risk to public safety.

#### **Elements of the Crime:**

* The individual **obstructed or disrupted regular traffic movement**.
* There was **no valid emergency, law enforcement order, or authorized activity**.
* The obstruction **resulted in a delay or hazard to other motorists**.

#### **Penalties:**

**Infraction (Minor Delay):**

* **Fine:** $500
* **License Points:** 1

**Misdemeanor (Prolonged or Deliberate Obstruction):**

* **Jail Time:** Up to 30 days
* **Fine:** Up to $2,000
* **Towing:** May be authorized by responding officers
